The Scrap Metal Dealers Bill has completed its third reading in the House of Lords and is now awaiting Royal Assent.

This third reading was the final opportunity for the Lords to change the Bill, but no more amendments were made by peers.

As a result, both the House of Commons and House of Lords have now agreed on the text of the Bill, meaning it will become the Scrap Metal Dealers Act 2012-2013 when it receives Royal Assent. As yet, a date for this has not been set, but it is expected to be before the summer with the regulations set in the Act likely to become active from the autumn.

The Act will require scrap metal dealers to be licensed by local authorities, as well as close the loophole that allows itinerant scrap metal traders to continue to trade with cash.
