EU to introduce non-recycled plastic levy as part of Covid-19 recovery plan

The EU’s Covid-19 recovery plan has set out the intention to launch a non-recycled plastic levy from 1 January 2021.

In a document outlining the €750 million deal agreed by leaders of EU Member States to boost its economies, it shows that an €0.80 per kilogram levy will be placed on plastics that aren’t recycled.

The funds from this will be raised by Member States and are likely to be used to provide revenue to the European Commission’s EU Budget.

In a section titled New Own Resources the recovery plan document said: “The Union will over the coming years work towards reforming the own resources system and introduce new own resources.

“As a first step, a new own resource will be introduced and apply as of 1 January 2021 composed of a share of revenues from a national contribution calculated on the weight of non-recycled plastic packaging waste with a call rate of €0.80 per kilogram with a mechanism to avoid excessively regressive impact on national contributions.”
