Information Commissioner tells Hertfordshire County Council to reveal emissions report

Hertfordshire County Council has been ordered by the Information Commissioner’s Office to reveal emissions details of a planned energy from waste facility in the area.

Following a request from the campaign group, Hatfield Against Incineration (HAI), the council must issue the Waste and Resources Assessment Tool for the Environment to the campaign group within 35 days.

The report, which is produced by Hertfordshire’s contractor Veolia Environmental Services, contains details of the whole environmental lifecycle of  a facility including its impacts from energy recovery, emissions, recycling of materials and more.

Hertfordshire County Council initially refused to share the document with HAI because it argued that it was subject to intellectual property regulations as well as commercial confidentiality in its contract with Veolia.

However, in its judgement, the Information Commissioner’s office rejected both of these arguments and ordered for the document to be released to HAI.

Veolia is intending to build an energy from waste facility at Hatfield in the county, for which it was given planning permission last year.
